This document sets forth proposed revisions of the Office of the United States Trade Representative's (``USTR'') regulations under the Freedom of Information Act (FOIA). The proposed revisions reflect the principles established by President Clinton and Attorney General Reno in their FOIA Policy Memoranda of October 4, 1993. The proposed regulations also reflect updated cost figures to be used in calculating and charging fees. Additionally, the proposed regulations contain new provisions implementing the Electronic Freedom of Information Act Amendments of 1996.
